If you are visiting Jeju without a rental car, the best accommodation area is not automatically the prettiest one. Your base controls how often you transfer buses, how late you can stay out, and how stressful your airport day becomes. For many first-time visitors, the most practical northeast-side choice comes down to Jeju City or Hamdeok.
Jeju City wins on transport flexibility and airport access. Hamdeok wins if waking up next to the beach matters more than having the widest bus and restaurant network outside your door.
Quick decision table
| Priority | Better base |
|---|---|
| Late arrival / early flight | Jeju City |
| Beach outside the hotel | Hamdeok |
| Maximum bus options | Jeju City |
| East-coast focus | Hamdeok |
| Night dining variety | Jeju City |
| Slow morning by the sea | Hamdeok |
Why Jeju City is easier without a car
The airport, Jeju Bus Terminal and dense city-bus network make Jeju City the forgiving option. You can arrive late, eat after check-in, and start different day trips without first traveling back toward the main transport hub. It is especially useful if your itinerary mixes east, west and mountain days.
The trade-off is atmosphere. Depending on the neighborhood, you may feel like you are staying in a working city rather than on a resort island. You will probably travel for beaches and scenic coastlines instead of stepping outside into them.

Why Hamdeok can be worth the extra logistics
Hamdeok Beach is one of Jeju’s best-known northeast-coast stops. Visit Jeju lists it as a major beach destination, and Jeju’s official bus network places the Jocheon/Hamdeok corridor on useful eastbound routes. Staying here means you can build real beach time into ordinary mornings and evenings rather than making Hamdeok a rushed two-hour stop.
The trade-off is that some trips begin with a bus toward Jeju City or require a transfer. If you want west Jeju, southwest attractions and late-night city dining on consecutive days, Hamdeok can create extra transport time.
Airport access: the biggest practical difference
Jeju City accommodations can be minutes from the airport by taxi and are served by many city routes. Hamdeok requires an eastbound trip after landing. Route 101 is one useful express corridor from the airport through Jocheon toward the east coast; read our Jeju Airport to Hamdeok Bus 101 guide before choosing a hotel based on a map alone.
If your flight lands after dinner or departs early in the morning, one night in Jeju City can be smarter even if the rest of the trip is based in Hamdeok.
Which base is better for Seongsan?
Hamdeok sits farther east, so it generally reduces backtracking for a Seongsan-focused day. Jeju City still works because express buses run east, but you spend more of the morning covering the same corridor. If Seongsan Ilchulbong, Seopjikoji and the northeast coast dominate your itinerary, Hamdeok has a logical geographic advantage.
For a detailed sunrise-peak plan, see our Seongsan Ilchulbong 2026 guide.
Food and evenings
Jeju City offers the wider range: local restaurants, black-pork streets and neighborhoods, supermarkets, bars and late-evening services. Hamdeok has plenty of cafés and restaurants around the beach, but the choice becomes narrower when you move away from the waterfront or eat late.
If food variety is a major part of your trip, Jeju City is safer. If your ideal evening is a coastal walk followed by one good dinner, Hamdeok can feel much more like the Jeju you imagined.
A practical split-stay option
For four nights or more, splitting can work: first or final night in Jeju City for the airport, then two or three nights in Hamdeok for east Jeju. But moving luggage costs time. Do not split hotels just to “see more areas” unless the new base actually reduces your next two days of travel.
Who should pick Jeju City?
- First-time visitors with mixed east/west plans
- Travelers with an early departure or late arrival
- People who want many restaurant and transport backups
- Travelers planning Hallasan or multiple long day trips
Who should pick Hamdeok?
- Travelers prioritizing the northeast and Seongsan
- People who want beach walks before breakfast or after dinner
- Visitors comfortable planning around bus schedules
- Travelers who prefer one scenic base over maximum network convenience
FAQ
Can I stay in Hamdeok without renting a car?
Yes. The area is served by buses, including useful eastbound corridors, but exact convenience depends on how close your accommodation is to the main stops.
Is Jeju City boring compared with the coast?
It is less resort-like, but the transport and dining advantages can make a short trip noticeably easier.
Should I split my stay between both?
Only if the move saves meaningful travel later. On a two- or three-night trip, one base is usually more efficient.
What if I want west Jeju too?
Jeju City is the stronger compromise. Hamdeok is best when your itinerary is intentionally east-heavy.
